Board Members

ULEAP Board Members volunteer their time to serve and are current administrative professionals serving law enforcement. Each fall an annual meeting is held to conduct business to organize committees, elect officers, and transact other business. Terms for elected board members run for two years unless circumstances prevent a board member from fulfilling their duties. When a position is being considered for election, consideration will be given to the location of the nominated members, agency. Representation of all law enforcement agencies is a critical piece of the foundation. Please meet our current board!

Katie Smith

President-Orem PD

Katie Smith has dedicated over nine years to working in law enforcement and currently serves as the Executive Assistant to the Chief of Police at the Orem City Police Department. Katie’s responsibilities include fiduciary planning and management, supervising administrative staff, acting as a human resources liaison, overseeing purchasing operations, managing quartermaster functions, managing the Chief’s calendar, and supporting executive planning.

Law enforcement holds a significant place in her life, both professionally and personally, as she is the daughter of a former LAPD Officer and is married to a law enforcement Officer. In her free time, Katie enjoys spending quality time with her husband, children, and two dogs, traveling, gardening, and seeking out sunny days, cool water, and warm weather.

Bev Davis

Michelle Rowley

Vice president- Woodscross PD

Michelle worked in the justice court system for 16 years, including 12 years with the Clinton Justice Court and four years as the Court Administrator for the Woods Cross Justice Court. In 2019, she transitioned to the Woods Cross Police Department as the Administrative Assistant and Crime Scene Investigator.

Michelle has been instrumental in helping the Woods Cross Police Department transition to a paperless digital system within its RMS platform. She has taken on various roles within the department, providing support for all staff, managing evidence, serving as the BCI TAC, overseeing social media, and planning community events.

Michelle earned her Bachelor’s degree in Criminal Justice from Weber State University in 2005. In her spare time, she enjoys running and exploring adventurous outdoor activities.

Kim Street

Secretary- Lehi PD

Kim Street began her journey in the law enforcement community nearly 22 years ago. Her first role was as a Front Desk Receptionist and Call Taker for the American Fork City Police Department in 2001. In 2005, she transitioned to a similar position with the Lehi City Police Department, and by 2007, she advanced to her current role as the Executive Assistant to the Chief of Police.

During her tenure at the Lehi City Police Department, Kim has worked diligently to develop expertise in the Spillman Records Management System, earning certification as a Spillman Application Administration Specialist in 2014. She has generously shared her knowledge with neighboring agencies, teaching numerous Spillman Administration Certification classes.

Kim is passionate about improving methods for efficiently extracting accurate and understandable statistics from the system and is committed to sharing her techniques to benefit others in the field.

Kristen Clausen

treasurer- Provo PD

Kristen has served as the Executive Assistant to the Chief of the Provo Police Department since April 2021. Prior to joining Provo Police, she worked for the State of Wyoming as a Victim Advocate and Probation and Parole Officer. Kristen holds a Bachelor’s degree in Criminal Justice and a Master’s degree in Human Resources, embodying her dedication to lifelong learning and continuous personal and professional growth.

In her role, Kristen not only manages administrative responsibilities but also serves as an HR department specialist. She leads recruitment efforts for Provo Police and oversees the department’s background investigation program. Known for her adaptability and proactive approach, she excels at taking on “other duties as assigned” with professionalism and grace.

Outside of work, Kristen enjoys spending time with her family, traveling, golfing, and getting lost in a great book.

Brandy Stephens

board member- Taylorsville PD

Brandy has been an integral part of the Taylorsville Police Department since its inception, working hand in hand with the Chief to build the department from the ground up. For the past 18 years, she has served as the BCI TAC, bringing extensive experience and expertise to the role.

In addition to her BCI responsibilities, Brandy is responsible for writing, coordinating, and administering grants, as well as serving as the office manager. Her office management duties include scheduling, budget oversight, reconciliation, and purchasing. She also supports the department as the Assistant to the Chief of Police, ensuring seamless operations and effective leadership support.

Brandy is proud to be a part of Team Taylorsville and is deeply committed to the department’s success, planning to retire as a valued member of this outstanding team.

Michelle Rowley

Angela Robinson

board member- Draper PD

Angela has been the Executive Assistant to the Chief of Police at Draper City since June 2023. She manages calendars, reports, presentations, training, travel, budgeting, purchasing, and equipment procurement while sharing responsibilities with the quartermaster.

Previously, she worked as an HR Specialist for the City of West Jordan and spent 10 years as an Executive Assistant with Canyons School District. Her background in administration and HR makes her a vital part of the department.

Angela also serves as the department’s HR specialist, overseeing interviews, onboarding, wellness programs, evaluations, and promotional testing. She manages grants, accreditation, and all financial processes, including department-wide purchase cards.

She is an active member of the awards committee, Honorary Colonels Association, and peer support team. While her duties may seem routine on paper, there’s never a dull moment—she’s always on the move!

Jenn Hardy

Board member- Colorado city/Hillsdale PD

Jenn Hardy may be new to law enforcement, but she brings extensive experience as an Administrative Assistant to her role at the Hildale/Colorado City Police Department, where she has served for nearly three years. Initially tasked with dual roles as Records Manager and Administrative Assistant, Jenn’s early focus was on implementing a new records management system. She successfully took on the unique challenge of integrating NIBRS data for two different states within a single RMS platform.

As her role evolved, Jenn assumed additional administrative responsibilities, embracing the distinct opportunity to serve communities in both Utah and Arizona. Known for her innovative approach, Jenn thrives on thinking outside the box, challenging the status quo, and finding new ways to accomplish tasks with excellence.

Above all, Jenn values the people she works with and serves. As a member of the department’s Peer Support Team, she finds immense fulfillment in helping others and fostering a supportive environment..

Louisa McDonald

Board member- Centerville PD

Louisa McDonald has served as the Administrative Assistant for the Centerville Police Department since 2020. Her journey into law enforcement began in 2013 as a school crossing guard, where she first connected with Chief Child. After graduating from BYU–Idaho in July 2025, she jumped at the opportunity to join the department full-time.

Louisa oversees the city’s crossing guards, assists with evidence management, supports the Chief, serves as the court liaison, and helps coordinate Emergency Management efforts. Her ability to juggle diverse responsibilities with heart and professionalism makes her a valued member of the team.

A Centerville resident for 26 years, Louisa has been married for 29 years and is a proud mother of four, grandmother of three, and dog mom to two. She loves her work and remains deeply grateful to Chief Child for believing in her.

Marlina Gilbert

Board member- Brigham City PD

Marlina Gilbert serves as the Administrative Assistant to Chief Chad Reyes, Commander Chris Howard, and Commander Jared Glover at the Brigham City Police Department. With 18 years of service at BCPD—including 16 years part-time and the last two in a full-time capacity—she brings deep institutional knowledge and a strong commitment to public service.

Marlina is part of the department’s three-member professional staff team, supporting daily operations and helping ensure the agency runs smoothly. She manages the department’s budget, prepares and maintains minutes for internal and inter-agency meetings, and regularly collaborates with surrounding law enforcement partners on regional initiatives.

She holds a Bachelor’s degree in Criminal Justice from Weber State University, which enhances her ability to support both departmental functions and multi-agency coordination. Marlina’s favorite part of the job is working alongside the dedicated officers and staff who make up the BCPD team. Outside of work, she enjoys spending time with her family and reading.
